They are not banning the putters per se. They are defining how you may make a stroke. The club may not be directly "anchored" to any part of the body other than the hands.
The hands or forearms may not be anchored to the body while a stroke is being made.
You will be able to use a belly putter in the way that Matt Kuchar does, anchoring the grip to your forearm.
You will be able to take a long putter and hold the top in one hand while swinging it with the other hand as long as your forearm is not firmly in contact with your body.
