I did have a friend whose backyard faced St. Charles. She planted a very nice garden. Community Watch told her this was not allowed and she'd have to remove it after its growth season. So, she got the veggies for this one time, but no more.
At a patio villa in Hemingway, a woman has a full garden along the side, back and a little in the front of her house. She has had this for at least two years (and it looks ugly with all the chicken wire to protect her plants). So far as I know, no one has said a thing and it is most definitely visible when you drive by, so Community Watch can't have missed it.
So, who knows what the rule really is.
