I agree. It's pretty simple. If someone is to operate a motor vehicle on a public roadway, they should have to have a driver's license.
The simplest thing would be to require anyone driving a golf cart on any of our public roads to have a drivers license.
I don't know what if anything can be done about driving on the cart paths, but it seems that there are very few places that one can get to without driving on the public roads.
