If you want to hold them accountable, then I would think that you would have to require that they have a valid drivers license. If you are driving an automobile we can assume that you have taken a test that shows that you know and understand the rules of the road.
Kids as young a 14 years old and people without a license are allowed to drive golf carts on our streets. These people have never studied the rules of the road and never been tested on that knowledge. How can they be held accountable?
