On what basis? What law has this teen broken? What arrestable offense have they committed? They are not required to carry IDs. They are only required to respond to police if they are suspected of committing a crime. They are simply driving a golf cart in an area where it is perfectly legal. Nothing in the law, as far as I know, says that they are required to know the rules of the road.
