I researched trash picking in Florida and can't find any references or law making legal/illegal distinctions between curb picking and driveway picking. If you can, I'd appreciate the link.
Trash picking is very common and there are cases where trash left next to the garage is even legal for "picking". Once trash is put out for collection it's up for grabs and this seems the case for us here in Florida. ..whether on the driveway or the curb.
I don't understand why you are so upset about someone "picking" your garbage that you would call the police and report them stealing. We shred all personal information before trashing it so nothing in our garbage is open to questionable or illegal use by those who might "pick" it. Do you not protect your privacy like we do? If not, I'd suggest you buy a shredder. This will give you peace of mind and let the police focus on more pressing issues.
