Redwitch, the problem would be precedent. If the surrounding counties deem the trails must be accessible to outlying communities, you would not be able to exclude anyone. Now you're talking lots of carts on the cart paths, which would most likely include a good number of carts from Fruitland Park since they are able to use their golf carts on many roads.
