Not sure what 'welcome reception' you refer to, but maybe this will answer your question:

from the villages district gov website:
CDD Orientation Cancellation
The CDD Orientation normally scheduled every Thursday at 10:00am is cancelled on Thursday, November 28th in observance of Thanksgiving. Regular scheduling will resume on Thursday, December 5th at 3201 Wedgewood Lane. If you have any questions, please contact the Customer Service Center at 753-4508
Village Community Development Districts

And then there is the monthly TOTV get together at Crispers in Souther Trace near the Publix there on the third Friday of each month at 3pm. I'd bet that's more fun and a lot of different info is shared there!
