Now the probably other side of the story? The man probably had attended several sports functions and plugged his car in for several hours. Some body noticed this freeloader and turned him in. Course this somebody was no powerless Joe Blow off the street IMO if so he would probably been laughed off the phone from the dispatcher.

Yes the somebody who turned him in had to be VIP and didn't like him getting all this free energy to power his car. again we don't want any school tax payer to steal 5 cents plus from the school and that had to warrant an arrest put the freeloader in JAIL. I mean ticket totaling probably over $100 bucks is not enough for this Crime of the Century!
