If it's raining you only lose the reservations 1 point. If you(the player consider it to cold that is also the case(you do have to be reasonable and use common sense though...and quite a few people do not).

It has nothing to do with dangerous conditions to the players. If there is lightening a golfer is not required to leave the course...the same for cold unless there is a freezing danger to the course...the same for wind. If it's in the 40's and windy you will only lose your reservation point.
