Actually, an establishment CAN ask if it is a service dog AND ask what service the dog does for you. The establishment cannot what your disability is.
As for a little dog riding in a grocery cart - I think that is just as sanitary as having a baby in the cart or a baby sitting on a restaurant table or counter.
