There's really not much Brenda can do for the renters in this situation. Without the owner ID being turned in, she can't issue the paper resident ID cards. If she tries to be a nice guy and help these folks out and is caught, she loses her job. Please don't put her in this position.
Someone does need to do a Gibbs slap on this owner. What he is doing is, to me, morally wrong, greedy and exceedingly selfish. He had to know that his renters would expect to get ID cards so they could participate in all activities.
