It seems to depend on the circumstances a lot. I know it is very hard to enforce laws when you have to look at the totality of the circumstances rather than just the facts like name, weight, height, race, hair color, statements, arrest location, crime accused of, etc.
DUI arrest mugshots seem to try to shame the person into turning over a new leaf. Not sure how often this actually works. The AA meetings and other support groups would probably be better than this equivalent of putting someone in the stocks.
Then there are child molesters, rapists, etc. who should be kept away from kids even if they are just accused. Except that this is one of the worst things to accuse someone of if they are innocent. And, I would bet that unscrupulous people in child custody cases would play this card. I have seen other similar despicable moves played when the stakes were even lower.

There could be cops with some kind of agenda or vendetta against the accused.
