When I see and hear about all the water problems on individual,
already built upon lots, my own included,
I really question if most of the lots were properly prepared.
My opinion is that even with our sand and clay sub-soil,
if enough fill had been added to each lot
and with a proper swail in between each house,
no one would have a retention of water issue -- ever.
Properly done, all the water would drain into the swails
and out to the street, and not just sit there.
