As long as some of the adjoining property owners think they can get a higher price, they will try to. The flip side is that the developer would be foolish to announce that they were looking for more land - it would drive land prices up. *If* they can find more or less adjoining land at the right price, I suspect they will buy. I would not be surprised if the land between 44 and 44A doesn't end up as houses as the property owners there get squeezed by raising property values.
Don't forget that they also make money from commercial property (shopping). Don't assume that the only thing they are looking to build is retirement houses - the land near the planned turnpike entrance is prime commercial land.
