I think there is a large % of retirees who only want new construction - their dream house for their final home. Never mind that a lot of us are not satisfied even then, thus the "average villager moves 3 times." Plus, they either don't care or don't realize that their needs might change again in a few years.

I have a feeling that if the Villages ever really does achieve build-out that current Villagers won't be trading up or down quite so much.
