If the person you are staying with owns a pool, and you do not golf or use any of the Rec. centers, you have no need to sign up for a Resident ID. I very much agree that there are way too many people in the 19-55 age group. I think if there was any real way to keep track, it would indicate that.

I believe that they do track the people under 55. But, the rule is that 80% of the homes must be occupied by at least one person over the age of 55. A 55 year old can live in a house with his 45 year old wife and their four children between the ages of 19 and 25.

Theoretically if you had 60,000 homes with four people living in each home, out of a total of 240,000 people, only 48,000 would have to be over 55. There could be 192,000 nineteen year olds.
