More likely, as it is summertime, people are eating more fresh, raw fruit and veggies, drinking more water and spending more time in the fresh air and sunshine. A healthier routine can facilitate hair growth.
Human hair growth is more connected to nutrition, blood flow, hormones and metabolism than to weather conditions.

In a healthy person, hair grows (on average) about a quarter inch a month.

A VERY OLD ploy… is, hairstylists/barbers telling people that their hair grows faster than most other clients.
More often, the case is that the haircut is purposely left a bit long- or irregular so that people must return sooner/ more often to have it cut, thus generating more income for the stylist.
This demonstrates lack of knowledge (on the part of the stylist) about the fundamentals of hair (or engineering a proper haircut) at best- Lack of integrity at worst.
Human hair growth is in no way a portent of a bad winter to come.

( I'm a retired barber/stylist.)
