Ok, i am looking at the O P. It says the dogs are walking past a construction site. I cannot figure out how a dogowner can hold construction personnel on private property responsible for what the dog eats on private property that construction workers have legitimate reason to be on. Unless...the bones were literally on the street...and not the yard, in which case, owner should still control dog...
I just do not get it.
