What you are seeing is probably mold from moisture below the floor from the concrete that probably was not given enough time to cure (takes weeks) before the flooring was installed.
If the hardwood was installed directly on the concrete without a barrier layer this is a possible result.
When we bought our TV home it had carpet. We had it all pulled up and installed Shaw EPIC engineered hardwood. Our installer made sure he put down a barrier first.
