Yes. And somebody gave them the keys to the cart…..or made the keys available for them to just take and run.

Instead of piling onto the o.p. for allegedly saying her 11 grandkids never did anything wrong and thus she's judged by some here to be wearing blinders, read what she actually said:
"I have 11 grandchildren and 2 great grandchildren. and not one them has every behaved in such a manner (they are not allowed to drive the Golf cart without me or my husband)."
She was talking about their use of the cart, not their every deed while away from them and at school or elsewhere.

The parents and grandparents who are allowing the kids to take the cart without supervision are the ones who need to be nailed.
