I think he's setting the table to skip the debates. He has voiced concern not only about the moderators but even the NFL schedule. It's like a boxer who sets implausible conditions before he'll face an opponent that he doesn't want to fight.

He showed for several months that his idea is to shout loudly, shut others off, insult them, call them cutsey names, and in general absolutely refuse to come up with a cogent message beyond "Trust Me." and "I'll gather the best people available." His most recent delivery of his economic plans was more a recital of what had been put forward by others that he had insulted and bullied off the stage just a few short months ago.
