It depends on which kind of average, there are three kinds.

Mean: The most common average, calculated by summing all values in a dataset and dividing by the number of values.
Median: The middle value in a dataset when the values are arranged in order. If there are two middle values, the median is the average of those two.
Mode: The value that appears most frequently in a dataset.

One of each would be the mean. For example, in a group of 100 humans we find there are 100 breasts in total. The mean would be simply 100 breasts /100 people. The result is 1 breast per person.

This is why statistics can be misleading or tell us stupid things. We have to be smarter than the math we do

Women don't have balls. There are some men with only 1 (or no) balls. I've never heard of anyone having 3 balls. Therefore the average number of balls per person is less than 1. Perhaps 0.95?

Meanwhile, some women don't have breasts (or maybe just 1). A woman with 3 breasts is extremely rare. Some men have breasts (man boobs). It probably averages out close to 1 per person.

I'm wondering what the statistician's sample size was...

The biological data used in the analysis was poorly sourced or annotated. While, thankfully, generally not so apparent, all men also have two breasts and can develop breast cancer. The average should be 2-breasts and 1-testicle.
