A statistician probably would not say that. Most usages of "average" are reserved for a set of numbers, as in the average number of testicles, ...
An "average" person is one that is common, or ordinary, neither of which would be true for a human with only one of the body parts. |

Women don't have balls. There are some men with only 1 (or no) balls. I've never heard of anyone having 3 balls. Therefore the average number of balls per person is less than 1. Perhaps 0.95?
Meanwhile, some women don't have breasts (or maybe just 1). A woman with 3 breasts is extremely rare. Some men have breasts (man boobs). It probably averages out close to 1 per person.
