Really? The employees were acting within the scope of their employment and not off on a frolic of their own.

Facts matter. If it is a person sent ahead to make sure there is a parking space to recharge an electric car I doubt if the Secretary had much of an input in these actions.

Someone that did not clean up on Aisle 11 could be sued along with the supervisor, store owner and maybe even the chain involved if there is one. That would depend on the facts.

She is to blame and should be blamed. As their employer she is responsible for their acts within their scope of employment.

And how much input did the chain have on the person not cleaning up Aisle 11?

Depends on the facts. Maybe the mess on Aisle 11 was caused when the store was closed and they had not hired enough people to clean first thing in the morning when a shopper fell.
