A more sinister theory (why 18 holes) is that it took that many holes for a foursome to drink a bottle of Scotch as they strolled the coastal sand dunes commonly referred to as the links.

Easy answer: You can build a lot more houses to sell on that land instead of that extra 9 holes. |
