Why am I not surprised an app like that could really exist. Some people actually desire to harm animals for amusement. Imagine a service dog or otherwise bolting loose for safety and causing an accident at someone's jest.

This is simple. Florida law prohibits animals inside restaurants with the exception of Service Dogs. All other animals are prohibited.
In some jurisdictions, where specific enabling laws have been passed, pet dogs (only dogs) may be allowed in OUTSIDE dining areas. Therefore, there can be no excuse for doing anything to discomfit Service Dogs inside a restaurant or pet dogs in an outside dining area, where authorized, since both are lawfully present. As a responsible dog owner I know where and when to take my dog in public. I also know part of the reason people fear dogs or other animals is because they don't understand them or their nature.
