Believe it or not, there IS a piece of equipment that will do this. It is not an app, but equipment. For decades some police agency Hostage Negotiators have had it available.

It simulates being a cell tower and "captures" all nearby cell phone signals, keeping them from going to an actual tower where they can complete a call.

The purpose is to prevent the bad guys from communicating with anyone other than the negotiators.

Unfortunately, it is not available to the general population, and its use would be illegal anyway. It is illegal to interfere with wire and wireless communications in this manner.

I think if you read it Cody's is the only outside place they are allowed..or at least that has the proper permit whether they meet all the requirements or not.

A siren and any other normal sound encountered during the course of a day outside does not hurt a dog's ears. What the OP was suggesting does and amounts to animal cruelty.
Of course not since we choose to expose them to sirens...it is OK..

Dogs are not rude, Tell that to the waitress in the link below that needed 300 stitches....thanks to a dog, I do value people over animals...every-time and especially those many children killed or that have their faces torn to pieces and scarred for life by an animal.

Are dog whistles humane and safe for my 1 year german shepherd?

So I just got this dog from he pound last week. He's really kind and sweet but sometimes he can be a little rough and too playful. He sometimes jumps on me or even tries to bite me. He won listen when I yell stop or wag my finger in front of him, but I downloaded this dog whistle application on my phone and it really scares my dog when I use it. However, I wanna know if it is safe to use and if it wont permanently harm him or make him want to attack me and turn on me?!?!?

Yes they are humane. So is Clicker Training. you can also get noise emitter collars that you activate by remote control when he is doing something he shouldn't be doing.

Dogs are happier when they know what their parameters are and have clear uncomplicated instructions from their owners.

Enroll in a novice obedience school....be active in being together and teaching him. Shepherds love to work and have tasks before them. They can be great dogs! Go for it.

Commit time for simple training everyday or walks. Have fun.

Psychological Reasons Behind Animal Abuse
Gracie, in my past life as an expert witness in child abuse, I learned that there are three such indicators of a sick mind in a child:
cruelty to animals
setting fires
self injury

This thread is the most distasteful I have read yet...that people sit around fantasizing how to make animals suffer. That is really sick.

Hurt animals, say what? Dragging them around where they don't belong is much worse but we justify it because that's what we want to do ...:1rotfl:

It absolutely does hurt the dog's ears. The use of it to ward off a dog in attack mode is one thing; the use of it for purposes of amusing yourself at a restaurant is cruelty to animals.

"Where they don't belong" ... May I respectfully suggest that dog haters could just avoid restaurants that permit dogs on outside patios. If you see a dog, just leave! Problem solved. You have a choice of most restaurants where they're not permitted.

There are a few restaurants that welcome pets outside. It's just wrong to hurt innocent dogs when they're on patios where they are permitted.
