I’ll add to that, if it makes you happy:)

The driver on the outside has "a right" to do what he/she did, but it's neither the safest nor the smartest. Best rules: never be next to another vehicle in the circle, and use your signals.

So you saying traffic laws when navigating a roundabout are wrong. It’s only unsafe when don’t follow the signs and law.

Follow signs and rule of roundabout, cause for most of there was no roundabout’s when we learned how to drive.

To me, the car that's a whisker ahead, may turn in front of me. It may not supposed to, but I expect they might....... it's worked for me so far.

You are NOT supposed to change lanes in the roundabout. That is why you get into the correct lane before you enter it. There is a SIGN telling you the correct lane to be in.

I agree with Maxsan, coming out of Pinellas pl gate going towards Sarasota and Walmart
is a totally different situation. Going from two lanes on Pinellas Pl to one lane on Moyer, people on the inside lane have to continue around and the outside lane has the option to exit on Moyer. I see people on the inside lane cut other drivers off almost daily going through this RB.

The guy in the left land was doing it correctly. It's amazing to see how many people have no clue on how to navigate a roundabout. This is why you watch that person on your right carefully.

The Pinellas roundabout is indeed problematic. Many times cars exiting Pinellas gate (which is two lanes) heading toward the firehouse start in the left lane and then decide to exit on the opposite side which indeed is one lane. You have to be prepared that if you are in the right lane, the car to your left is going to cut you off.

I had a friend going through the RB at Pinellas Pl and Buena Vista. She was on Buena Vista in the right lane and made the same move the white SUV did in the OP's video.
The car on the inside hit her and she was given a ticket for cutting in front of the other driver.

A $30.00 dashcam would have ended that argument right away. Buy one asap!

Would like to know what brand of Dash Cam do you have? Looking to get one, and yours seems to have an excellent picture.
Thanks.

We have some traffic circles in Connecticut, and there's never been issues with them. They're all single-lane circles.

You mean proceed legally 180 degrees through the RB in the left(inner) lane, not "cut you off" You have no more right to exit there than the other driver does. This is why you should never drive side by side in a RB. But point taken---this is a design fault of this RB, IMHO.
