Interesting suggestion, but...
Should that also be done for automobiles here in Florida? Top speed limit is 70 MPH on the turnpike and interstates. Florida could get a lot more revenue from speeders, as it's rare to see everyone doing at the speed limit or below.
I understand your suggestion. I just don't agree.
In my conversations with law enforcement, they know that speedometers aren't that accurate. They assume that +/- 10% accuracy is the norm.
In some states there's also the "basic rule" for speeding. One can be ticketed or warned even if a vehicle is driving below the speed limit. Sometimes for obstructing current traffic by driving too slow. Other times, driving at a lower speed that is still judged to be too fast for current conditions.
Whether a golf cart, automobile, motorcycle, or even a bicycle, there are many situations where people drive too fast or too slow.
