You beat me to your ?. In addition, there is nothing to prevent others to drive their personal vehicle to most of TV. Can you imagine golf cart gates all over the place like the one near Orange Blossom. I only use that gate to get gas at the WaWa gas station.

No golf cart passes for outsiders! The golf cart trails and MMDs are for Villagers and we have enough golf carts without having outsiders
in here joyriding and/or allowing their kids to drive them around here. Not to mention that they would most likely try to use our facilities as well. NO! :ohdear:

Is the OP some kind of political office holder? I have to say, that's the first time I've ever seen a tax proposal sold as a win-win. As far as I can see, for me (the proposed tax payer) it's a win-lose!

Not sure how this would benefit anyone. One big issue is outside neigborhoods do not necessarily connect to TV paths etc.
How could this be enforced?. No one is required to register carts in TV and no one wants that hassle to start. Also, legally Carts can only access certain roads and this would limit access.
If you live here, the opportunity for the developers to get more cash flow is not a high prioirty.
Last, if you talking about Cart path access that is one thing, but to allow use of Rec Centers etc is not going to be well recieved and cannot see that happening wiith a residents uprising against the idea.
