I’d probably either expect the walkers to move, since they are more vulnerable, or I come to a dead stop and see what the walker and sometimes their dog, is going to do.

That is dangerous as hell.[/QUOTE) The reason the pedestrian has the presumed right of way is to make the driver of the vehicle , a much faster, heavy more careful regarding the much more fragel human being , not to encourage the pedestrian to play chicken with a vehicle |
