An officer/deputy or a civilian traffic enforcement aide could issue the citation. It's a violation regardless if is public or private property. It would be the officers discretion on towing the car.
The officer must actually see the violation, not just a photo.

You make the assumption that the OP was handicapped and was parked legally in the handicap parking space. To date, I do not believe the OP has stated that he/she was parked legally in that spot. Perhaps this is why he/she didn't call 911!?!

Dam, if I was 45 years younger, with a couple of my buddies, and the car was a VW bug, we would have just picked it up and flipped it over. Those were the days : )

it appears you are parked in a handicapped spot. do you have a handicapped permit, or plate.
your answer is important.

No. Tickets arent issued when you bring a picture in. This isnt odd. People do it all the time. Prob an elderly person who thought it was a spot. No big deal.

Unless it happens to you?

this happened to us a couple of years ago...although it was a cart that someone squeezed into a small space that allowed them obviously to get out, however there was no way I could open my driver side door to get in

you know that the selfish cart driver knew that I'd have to crawl over from the opposite side, but just didn't give a damn

?? How is that answer important? If they didn't have a permit or plate then that somehow makes it okay to park in a clearly illegal way? The driver of the second vehicle first checked for a permit or plate and then looked into the Florida driving manual to find the section that said they could park on the striped area next to a handicapped spot?

All the ridiculous "what ifs" don't change the fact that the vehicle on the left was parked illegally and the driver deserved to be fined.

Unfortunately, the old adage continues to apply. You just can’t fix stupid!

The longer the OP fails to respond to the simple question, 'do you have a Handicap Permit' the more it sems both vehicles are illegally parked, in which case I have no sympathy for the predicament he was in.
In fact if OP had no permit, another car parked close alongside the passengers side, would have made it a perfect evening for me!

bad parking
