Unfortunately, the media seems to report this hypothesis at step 1–long before the idea is vetted by other scientists. That is not science. Remember cold fusion? The media reported this idea before step 4 and before independent scientists failed to reproduce the original results, so the idea of cold fusion was sent to the place where invalid hypotheses go to die.
Besides, my guess is that the so-called French “expert” is actually a policy wonk and not a scientist.

That may be how science used to work, but now if you don't follow the approved narrative, your funding is cut. There is now extreme bias in "scientific" studies, so that the "result" is simply the pre-destined one.
