Are you serious? Do you actually believe that the Assistant Attorney General can appoint a special prosecutor on his own or without the approval of the Attorney General?

Yes, since the Attorney General Jeff Sessions has RECUSED himself with ANYTHING to do with the Russian investigation, the Deputy U.S. Attorney General Rod Rosenstein has the power to appoint a special prosecutor (or equivalent) to head the investigation.
