OK, get back on topic. This is not about Bush or Obama. The defination is about almost ever administration, congress, federal program, state or local government that has been initated by any administration since about 1913.

Any time the government says something the vast majority of the time the exact opposite happens. Does not matter whether it is a Dem or Repub in charge.
