Default Reasonable Lawn & Shrub Care for a Courtyard Villa

My Mom moved into a Courtyard Villa and has a little patch of grass in the back and some shrubs. She has rocks and mulch in the front. Can anyone recommend a reputable person or lawn company that doesn't charge as much as a home. Most of the people she talked to want $50 a month for a little bit of work.

In Florida, weeds can grow on rock! Everything grows so quickly, especially weeds.
$50.00 a month seems average for weed prevention, trimming shrubs and mowing.
Does that amount include pest control?
