I look at a gun the same way that I look at a seat belt. It's something that you hope you never have to use, but you put it one very day in case an unlikely event happens. If you wear your seatbelt every time you drive your car and you own a gun, you'd be silly not to have it all the time. You never know when you're going to be in a car accident and never know if you're going to have to defend yourself.
So it's not that the guy armed himself because he was going to talk to a neighbor about a dog. He's probably armed at all times.
That being said, unless his life was being threatened, he had no business exposing his gun or threatening his neighbor with it. He should have been arrested and spend some time in jail for that. I would also be in favor of revoking his CC permit.
Owning and carrying a gun comes with a lot of responsibility. This guy showed that he's irresponsible enough to have his right to carry revoked.
