That looks like the “grit” they put in it to make it non-slip. Ours didn’t have it & I wish it did because if it’s just a little damp it’s EXTREMELY slippery and I have had many close calls. But I will say, either way (ours is approximately 7 years old) it chips & ends up looking awful.
