If it can go more than 20 mph. Then it is considered to be a LSV (Low Speed Vehicle).

A "cart" never needs registration and tag, regardless of its top speed.
A Low Speed Vehicle (LSV) needs registration, tag, and the owner must buy insurance which is more expensive than cart insurance. The LSV also must have specific safety features, such as lap belts, brakes on all four wheels, one-piece windshield, windshield wiper. |
