Does a sand rake work in golf carts with the sunbrella enclosure?

Two rules we had to follow “You don’t penalize the group behind you because you hit poorly, and NO mulligans, because if that mulligan goes in the hole it’s Not a hole in one. It just cheating, yourself.
At the risk of appearing ignorant (which means ill-informed - not stupid) and starting this thread down a rat-hole of insults and superiority displays, how do you penalize the group behind you by hitting poorly? Are you just supposed to take a drop near the pin and tap it in? I can do that on par fives and get three under every time! lol!!

You do know what amn official drop zone is! How many times have you been behind a foursome taking 5-10 minutes, looking for a ball, or the guys that take that ball retriever fishing their ball, then spends another 10 minutes fishing out another 10 balls that they can see. Then ya got to love the guy who hits the first ball in the water, and then the second ball in the water, and then the third ball in the water all off the tee. Because his second and third shot has got to improve in their mind.

Happens more than you think on the championships, but mostly on the executives.

“that is penalizing the group behind you because you hit poorly”.

Wrong! It's for a sand rake for courses that don't leave rakes in the traps.

Reply from Ted’s wife:

I just played with a gentleman and he has his own rake on his cart. Explained that if/when he has to hit out of a trap, the rakes provided are usually far from his ball. Note: he was an excellent player and was very gracious to the 3 women he was playing with.
