Can you slow down a Par Car.

I am a snowbird returning for the 5th year and have a friend looking for a Golf Cart for me to purchase. He said that he has been testing a 2006 Par Car that is very slow(about 14 mph) at the slow setting and at the rabbit setting is very quick (probably over 25 mph).. I don't know much about this kind of setting but don't want one that goes over 19 mph..Is there any way to limit the speed on the rabbit setting.

Your car should go 19-20 without LSV settings, something is wrong if it goes 15 MPH. Need to come in for testing.
