I am going to start this post by stating that I am not a constitutional expert and the following is my general understanding of what would need to happen to compel the United States Congress to have a balanced budget.

As you are likely aware, last political season Florida voters voted YES to the following non-binding federal deficit resolution: "In order to stop the uncontrolled growth of our national debt and prevent excessive borrowing by the federal government, which threatens our economy and national security, should the United States Constitution be amended to require a balanced federal budget without raising taxes?"

This resolution was more symbolic than anything and was a method of sending a message to Congress. In order to actually amend the United States Constitution, two-thirds of the members of both houses of Congress would need to pass a bill seeking to amend the Constitution or two-thirds of the state legislatures would need to ask Congress to convene a Constitutional Convention.
