The location of the power meter in the tool bar is called the tray. Now Google power meter in what operating system you are using and find the results. I Know in XP control was via the control panel.

Are you logged in as administrator on the computer? Also take a look at the control panel under power settings. Sorry I cannot try anything dealing with Vista as I deleted everything I owned regarding Vista once I felt Windows 7 was better. That did not take long as 7 is so much better Vista I did not have a need to look back.
