Default Reset to Factory Settings - Windows 10 upgrade from Windows 8

I tried to do a factory reset on husband's laptop. Unfortunately I did not know it was a Windows 8 upgrade to Windows 10. I tried to do a factory reset and it failed.
I got stuck in a LOOP and said it had a bad restart. I tried everything I can think of. ANY IDEAS ? I now have a unusable machine.

start up in the Safe Mode ??


At the sign-in screen, hold the Shift Key down while you select Power > Restart. After your PC restarts to the Choose an Option screen, select Troubleshoot > Advanced options > Startup Settings > Restart. After your PC restarts, a list of options should appear. Select 4 or F4 to start your PC in Safe Mode.

It may be time for a new laptop.

Microsoft doesn't even recommend upgrading to Windows 10 from older versions any longer.

Tried that and the trouble shooting - unfortunately because it was a 8 to 10 upgrade I haven't been able to fix it
