I think it will be difficult to find a licensed engineer to sign off on a project that he/she did not design.

Your contractor should be handling this for the necessary permits. Am I missing something?

Not enough info to know how to help but.

People in the Sumter permits office off Powell road are very nice and helpful.

If you know a property with a similar project, those permits are available on-line for reference.
