Default Soundproofing a wall

I apologize if this in the wrong "thread", but I really can't find a proper place for it. I live just outside of The Villages, in a villa with a common wall with my attached neighbor. I'm looking for ideas on noise abatement - the builder didn't use regular concrete block, but some kind of 6" "foam" wall that was supposed to be so much better (i.e. cheaper) than regular concrete block. I've heard so many things over the years - special glue and sheetrock, foam to fill in the space, etc. But I was wondering if anyone out there has had good luck with either a contractor or specialist in this. I (and most all people in the neighborhood with their homes built like this) can even hear their neighbor snoring. So, I'm looking to get any advice or thoughts. Thanks in advance.
