Replacing this may not be a simple project. For example, this is actually a support member for our birdcage. I would suggest a careful inspection of the gutter, possibly at night with a light in the gutter to see any holes or cracks. Possibly using a hose and observing where the water appears. I would also look very carefully how the roof drip edge is installed as the "leak" may be water coming off the roof and missing the gutter. I have seen leaks appear several feet from where the problem was actually located.

As for an installer, if this is associated with a birdcage, I would state calling birdcage installers and see if they are willing to do the replacement.
