Looks like aluminum drip edge, soffit and facia, and then vinyl siding to me.

Maybe just needs to be cleaned better??? Usually doesn't get painted.

This is a do it yourself project where the owner does all of the lower work and wants a painter to do the climbing. It,s very hard to get a Pro to send a truck and 2 men with travel time and Insurance to do a job like this.
