In the meantime, the combination of bad Cops and civilians with mental problems will persist. It is a problem that needs to be solved. The US needs to look at other more successful countries for answers. But, that rarely happens!

The Police Officer will use his hand weapon an average of two times in his whole career. Most police officers have NEVER shot anyone. It is the presumption of the ignorant to think that police officers are cowboys, just looking for a chance to use their weapon.
I doubt there will EVER be robot law enforcement utilized in the policing of American citizens. It's probably a good thing that we do not have robotic policing because it's a sure thing that there would be more criminals shot. Most officers put themselves in grave danger when attempting to disarm perps. Most are successful, actually. We only hear about their failures to disarm the bad guys peacefully.
Police do not need to be RE-educated or RE-trained. They do need constant training, which costs money. It is the population that needs to be EDUCATED. The lack of discipline and respect for the law is a disease that needs to be cured.
